Toussaint organized and hosted a block party that ultimately spanned three city blocks, drew an estimated 800 attendees, and was detected by a USGS seismograph station 1.4 miles away, which briefly flagged it as a ‘micro-tremor event.’ Power for the DJ equipment was siphoned from a city streetlight via an extension cord. Toussaint had created a Facebook event, printed flyers, and hired a taco truck, but did not obtain a permit of any kind. She told officers she ‘didn’t think it would get this big’ despite the flyer reading ‘BIGGEST BLOCK PARTY IN CITY HISTORY.’
